MAV partner wins Highways England Health, Safety, and Wellbeing award

An innovative dual camera system which can spot both road workers speeding through construction sites and road users who illegally drive through cones has been hailed a potential life saver.

This winning system, the first of its kind, is housed in one vehicle, and is currently being extensively tested across motorways and main A roads managed by Highways England. It is one of the winners at the prestigious Highways England Health, Safety, and Wellbeing awards.

The awards, open to Highways England and its supply chain, attracted 115 entries across six categories. The nine winning entries announced ranged from initiatives to improve the mental health and wellbeing of staff to improving the safe loading of lorries.

In the first trials, in the West Midlands, a 50 per cent month-on-month reduction was recorded in road workers driving 10mph above the signed limit through sites. And in Essex the number of roadworks incursions reduced by more than 80%.

The camera system – developed by Carnell Support Services and Kier Highways – was one of two winners in the Health & Safety Innovation category at Highways England’s inaugural Health, Safety and Wellbeing awards ceremony.

Jim O’Sullivan, Chief Executive of Highways England said:

It’s well known that safety is our first imperative and I am delighted that these awards highlight that. The camera system, for example, will ultimately save lives. This project and the other winners show how innovative ways of thinking will make things safer for those working on and using our strategic road network and these awards also highlight the mental health and wellbeing of staff is as important as feeling safe in the workplace. I look forward to seeing more achievements in years to come.

In addition (to the Health, Safety and Wellbeing Awards) there was a special overall Chairman’s Award. This is a discretionary award chosen from the winners of all the categories in the Health, Safety and Wellbeing Awards. The Chairman’s Award was awarded to Clancy Group, for their Work Related Safety Programme.

I am delighted that colleagues in Highways England and partner organisations are finding ways to reduce injuries on our roads. Congratulations to Clancy Group whose success in making the roads safer for their drivers can be widely replicated by others.

Global ANPR specialists, MAV Systems, Acquired by The Traffic Group

TTG is a privately-owned group of traffic-focussed companies who share MAV’s innovative technical approach and a complementary customer base. The shared markets, ambition and ethics of MAV and TTG were critical factors in the decision by both parties to join together.

One TTG company, AGD Systems, is already working with MAV in the supply of its radar products to work alongside IQ intelligent ANPR cameras under the Safe-Speed brand. MAV support Channel 4 series ‘Hunted’

MAV Systems Ltd worked with the Channel 4 Series of Hunted through the provision of ANPR cameras to enable the tracking of vehicles used by contestants and their key contacts. Whilst this show is for entertainment purposes, the use of our ANPR cameras provides an example of how thousands of law enforcement officers across the world use ANPR technology to support the apprehension of criminals and terrorists. Tools, such as ANPR technology, offer further support to Police and Military personnel who are given the job of ensuring our safety and can often be pivotal in solving or preventing criminal activity as well as plans of terrorist action.

Uninsured drivers will be caught with support of ANPR cameras

Police officers in Leicestershire are taking part in a nationwide crackdown on uninsured drivers this week.
Leicestershire Police warned motorists who are driving without cover face penalties such as a £300 fine, six points on their licence and, in some cases, their vehicle being seized and crushed.

The week of action, which began today, is organised by the Motor Insurers’ Bureau, (MIB) and the National Roads Policing Intelligence Forum.

The Leicestershire campaign is being run by the East Midlands Operational Support Service, (EMOpSS).
The team, which provides roads policing and traffic collision investigation in Leicestershire, Lincolnshire, Northamptonshire and Nottinghamshire, is out and about stopping vehicles identified by automatic number plate recognition (ANPR) cameras fitted in their patrol vehicles.

The cameras can read a vehicle’s plate in a split-second and establish from national database whether it is insured or not.
Chief Inspector Phil Vickers, who is running the East Midlands campaign, said: “Targeting uninsured drivers is daily business for police officers across the East Midlands.

“Those who choose to drive without cover impact on the vast majority of drivers who have insurance in terms of increased premiums and often misery when they are involved in collisions.

“We will be making full use of the automatic number plate technology together with information from the public to trace and stop those motorists who are driving without insurance and their vehicle will be instantly seized.”

Neil Drane, head of enforcement services at the MIB, said: “By working in partnership and collaborating in this way we are determined to reduce uninsured driving numbers in the UK.”

Forces across England and Wales seize approximately 3,000 uninsured vehicles every week.

As tolling needs to become more intelligent, think IQ

The ITS and Tolling market have traditionally developed technologies such as ANPR in-house in order to preserve a level of competitive differentiation and control. This is from a time when only heavy-weight ANPR cameras and separate computing platforms were able to meet requirements of high speed multi-lane highways. However, technology evolves and the latest ITS/Tolling systems are now multi-sensor solutions that combine a growing number of sensory inputs alongside the ANPR to provide accurate and reliable classification and identification.

ANPR is a critical element of the solution and is now operated alongside radar, LIDAR, thermal, optical, Bluetooth, in-road weight and tyre sensors. The true worth of a modern ITS/Tolling system is based on how these many disparate technologies can be integrated into a homogeneous solution and delivered on-time and profitably.

In this new world, the role of the ITS/Tolling experts is increasingly differentiated by how they combine the mass of information from these multiple sources of data and their delivery of this data to their end customer. Forward thinking companies now embrace collaboration and close partnerships that are available with industry leading sensor experts to take their solutions forward.

The real breakthrough in treating ANPR as a sub-system rather than a core component has been the advent and recent domination of the latest intelligent ANPR cameras. The best of these are not just housings that combine the traditional ANPR system elements into one box. Instead, leading intelligent ANPR cameras take direct image sensor output into DSPs and/or FPGA front-ends and perform ANPR on raw image data with great accuracy.

To date, ANPR cameras from third parties have been discrete components having their own physical enclosures, cabling, brackets, power management and communication requirements. As advances in image sensors, LED lighting or ANPR algorithms are proven elsewhere, ITS/Tolling partners can slot in a new sub-system that inherits all the proven advances without any of the development costs or lead-times that would normally be required. In this ideal partnership, the ITS/Tolling company has essentially gained an ongoing ANPR R&D team for free.

MAV’s IQ range provides ITS/Tolling companies with a golden opportunity to embrace a more modular architecture. ANPR cameras are playing a pivotal role in transport management and ‘big data’ collection systems. Continual development of this technology provides further opportunities for efficient and effective uses for ANPR as a sensor input to smart highway infrastructures.

The emergence of a new breed of ‘Intelligent ANPR cameras’ such as the MAV IQ range has opened opportunities that previous generations of ANPR precluded. Through such technological advancements, successful partnerships between ANPR camera manufacturers and data back-office system providers have been forged to offer solutions of superior performance. The advancements in intelligent ANPR cameras have addressed the restrictions that were previously faced and allowed ANPR to be used where previously it would have been impractical.

Intelligence at the Edge

MAV ANPR Cameras and Radar unit increasing safety in Stroud – BBC News

A speed camera in a village in Gloucestershire has caught more than 28,000 motorists driving fast enough to be prosecuted in less than four weeks.

An automatic number plate recognition (ANPR) camera was put up on 19 February by the community in Rodborough, near Stroud, to try to slow down drivers.

Since then 277,000 motorists have driven past the camera, which transmits data in real time.

Over 97,277 exceeded the 30 mph limit, while 28,234 drove at over 35 mph.

The camera allows police to identify speeding drivers in real time.

Letters are sent to motorists warning them they could be prosecuted if they continue to drive too fast.

‘Serially speeding’

Charles Pedrick, from Rodborough Parish Council, said: “For 20 years people have been asking us to do something about speeding.

“We’ve now done it. We’ve got a ground breaking piece of equipment that will hopefully make the community safer.

“We can look at someone who has been serially speeding, and they’re the people we want to stop.”

Mr Pedrick said the camera, which cost about £5,000 to install, was funded through a Gloucestershire Police and Crime Commissioner (PCC) project and the parish council.

Speed limit enforcement guidelines issued by the Association of Chief Police Officers (ACPO) state that drivers can be prosecuted if they drive at more than 35 mph in a 30 mph zone.
